Flat funds state investment in Head Start at $40 million.

Increases the Accountability Block Grant from $250 million to $275 million, of which $15.7 million is projected to fund pre-k.
The funding for Pre-K Counts will serve an additional 11,000 children. The increase in the Accountability Block Grant includes $20 million in new, dedicated funding for full-day kindergarten and a $5 million cost of living adjustment.
